In Florida and some parts of California (So Cal), it's very common to wear flip flops everyday (it's fashion to wear brands like Havaianas ).
In extreme South Florida (Miami/Fort Lauderlade), which have fully tropical climates, women can wear flip flops even in winter. In California places like LA/San Diego, nights can be cold in winter, but it's often still hot enough during the day to wear flip flops

So in So Cal/Florida, a lot of college students who live on campus stay in flip flops everyday, and go in class with.
But I notice that flip flops become very common for women in US. Many elementary teachers (even in northern parts) use flip flops as "classroom shoes" during spring/summer days (they don't come in flip flops in school but switch into them in class).

Where are you from ? I think countries lile USA (southern parts) and Australia are the best countries to see pretty women feet in flip flops. Many people wear flip flops in South America or Asian countries but they more consider them as home shoes, "slippers", so you will see less sexy flip flops. I lived in Brazil for couple of months and I noticed that some people are ashamed to wear flip flops outside, because initially there were made for poor people.
